This 90 acre residential development site is near a military reservation. Chlorinated hydrocarbons were detected in local groundwater. CGS was retained by the site’s owner to file a Maryland Department of the Environment Voluntary Cleanup Program (VCP) application on its behalf. The developer was seeking inculpable party status and engaged CGS to perform a site characterization study to satisfy the requirements for VCP acceptance. The investigation included excavation of test pits, installation of groundwater monitoring wells, soil, stream sediment and surface water collection and analysis. Based on CGS’ site characterization study and risk assessment, the site was accepted into the VCP and the property owner was granted inculpable party status.
